What are Resource Conservation & Development Councils?

The Resource, Conservation, and Development Program was established in the Agriculture Act of 1962, with responsibility for the administration of the program placed within the Department of Agriculture’s Natural Resources Conservation Service (NRCS). Successive Farm Bills have provided for the further development of the program. Resource Conservation and Development Councils (RC&Ds) are 501 (c)(3) organizations dedicated to addressing the environmental, economic, and social needs of local communities.

Operating regionally, these councils focus on land conservation, water conservation, community development, and land management. They bring together local volunteers, community leaders, farmers, business owners, and government representatives to identify problems, develop strategies, and implement beneficial programs and projects in member counties. Currently, 75% of Georgia's counties are members of one of the state’s 11 regional RC&D Councils.

Georgia’s RC&D Councils implement a variety of impactful projects, including soil conservation, watershed protection, wildlife habitat restoration, energy conservation, and community development. Collaborating with federal, local, and state agencies– such as the U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS), and the 40 Soil and Water Conservation Districts (SWCD) – as well as non-profit organizations and private sector partners, the councils leverage resources and expertise to maximize the effectiveness of their projects. Examples of past projects include pig brig rentals for feral swine control, household water well programs, Firewise Community workshops, raised beds and high tunnels, no-till drill rentals, Clean Water Act Section 319 projects, and education programs focused on sustainable farming practice. RC&D Councils have a high degree of independence to carry out activities that will achieve their most important goals. These efforts underscore the councils’ commitment to fostering community-led conservation and development, driving sustainable progress across the state of Georgia.

 

The Four Focus Areas of RC&D Councils

  • Land Conservation - Councils work with local partners to identify, fund, and complete land conservation projects of all types.

  • Water Management - RC&D Water Management Projects often create recreation opportunities that also create jobs and make communities more attractive to development.

  • Community Development- Working with community partners to improve quality of life and address infrastructure needs in rural areas.

  • Land Management – Supporting Landowners in implementing Best Management Practices (BMP’s) to get the most from their land, both now and in the future.
